EMPLOYMENT OPPORTUNITY

The City of Willcox is seeking a Public Works Director to oversee Parks, Streets, Utility Services and Capital Projects. The ideal candidate will have experience working in a Public Works Department for another municipality and experience in engineering services (though it is not required). A central focus of the City Strategic Plan is to improve City streets. This candidate will help bring that vision forward by developing and implementing street maintenance schedules, an asset management system and a work order program that will also be implemented with Parks and the City’s three Utilities: Gas, Water and Sewer.

PRIMARY DUTIES AND RESPONSIBILITIES: The following duties are not intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
•Manages and oversees City Public Services and Works operations including utilities, vehicle maintenance, street maintenance, solid waste disposal, public buildings, parks and recreation,golf course maintenance, engineering or contracted engineering operations, waste water treatment facilities, water resource management.
•Ensures the provision of efficient and effective public works and services to the community.
•Hires, trains, supervises, and monitors the performance of assigned personnel; assigns work duties and monitors workflow; provides technical guidance to staff.
•Ensures compliance with departmental policies, procedures, standards, and regulations governing public services/works activities.
•Evaluates efficiency and effectiveness of departmental operations, programs, services,procedures, and utilization of resources; recommends and implements modifications and improvements as necessary.
•Performs basic design and engineering services for civil and capital projects that may include roadway construction, right of way acquisition and layout, utility line placement, etc.
•Administers departmental budget; monitors and approves expenditures.
•Develops and implements an asset management system and work order process.
•Develops and implements short and long-term departmental plans, goals, and objectives;coordinates the formulation of long-range infrastructure plans and strategies for community development and enhancement.
•Consults with, reviews, and provides recommendations to City Manager regarding departmental operations and activities.
•Advises City Manager on issues, problems, or challenges impacting the City and/or public works functions.
•Issues RFP’s and RFQ’s for public works projects; conducts pre-bid meetings.
• Meets with developers to establish entitlements to property currently owned and/or considered for purchase; discusses and/or provides guidance in relation to planning and zoning, location of utilities, and services that can be provided; established development agreements.
• Oversees project planning, project management, advertisement of projects, and administration of contractual agreements.
• Liaises and meets with State transportation, County engineering personnel, and outside engineering firms to review project plans, coordinate future project planning, and discuss annexation issues.
• Coordinates departmental projects and activities with other City departments, outside agencies, and other relevant parties as required.
• Attends, participates, and makes presentations at City Council meetings.
• Performs other duties as assigned or required.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s Degree in Civil Engineering, Public Administration, or a related field, and/or leadership and experience in public works administration in a municipal government.
License Required: Must possess and maintain a valid Arizona Driver’s License.
